Follow the Money:
the truth about who’s funding Measure 4-243

Many community members have asked who is funding this Dune Grading Initiative — and whether the current campaign is a continuation of an earlier effort by Chapman Point HOA to join Breakers Point HOA, and oceanfront homeowners along Ocean Avenue in dune grading for view enhancement.

The answer: Yes, different verse, same as the first!

A review of the Oregon Secretary of State’s ORESTAR campaign finance records for the Cannon Beach Sustainable Dune Coalition documents financial connections between the current campaign and some of the property owners and organizations involved in the earlier effort:

Breakers Point HOA contributed $2,000 to the Dune Grading Initiative. Several individual property owners in the Chapman Point HOA and Ocean Ave. homeowners have also contributed.

Campaign-finance records reveal every donor, except one, owns oceanfront property, and only a couple are full-time residents. Obviously, this is not a community mandate. It is funded by those who benefit most from dune grading.

These contributions establish a documented financial connection between the current initiative and some of the homeowners and organizations involved in the earlier effort to permit foredune grading for view enhancement.

Though contributions alone do not establish any donor’s motives, these records reveal the backers behind Measure 4-243, and their real objectives. They clearly connect the dots between this current campaign and its sponsors' long standing goal — dune grading for views. To see just how long-held, read these Chapman Point HOA 3/15/15 meeting notes (pdf)— from nearly a dozen years ago!

Earlier PAC filing — No. 24610 (Jan.-June 2026)

This filing covers the period before the initiative was approved for the ballot, when most of the financial contributions occurred toward this “citizen-led initiative.”

When a community member requested the donor list on Facebook, Tim Ramey shared only a link to the current PAC filing, showing nominal donations. The earlier filing, when most of the contributions were made, provides the necessary context for understanding the initiative’s funding and history.

Here is that Ramey Facebook post.

Transparency matters. A lie of omission is still deception. Residents deserve a clear picture of who is funding this campaign and how it connects to previous efforts involving dune grading and ocean views.
